Die Politikdidaktik hat die Aufgabe, Begriffsmodelle normativ und empirisch zu entwickeln, die für das Verständnis der grundlegenden Phänomene der Politik erforderlich sind. Der Fachbegriff "Sozialpolitik" dient als Stimulus für die Assoziation weiterer Begriffe. Der Blick wird bei der Auswertung nicht nur auf die Quantität der Begriffsbestimmungen insgesamt gerichtet, sondern auch auf die Analyse von Gemeinsamkeiten und Unterschieden in den assoziierten Begriffen bei vier Nutzergruppen (Schüler/-innen, Studierende Lehrer/-innen, Professor/-innen).

Without civic literacy we cannot maintain a vigorous democracy, but as multiple national studies and our findings in this report all demonstrate, few Americans have the requisite knowledge to engage in a democratic policy discussion.

Henry Milner's response (2004) to our original
article (2003) is typically thorough and thoughtful, raising a number of
new (and testable) hypotheses in the process. He mounts a robust defence
of the civic literacy argument and takes us to task on two grounds.
First, he challenges our modeling strategy. Second, he mounts a defence
of aggregate level analysis of civic literacy, and points to the
limitations of individual–level models. In this brief reply, we
take up the challenges he sets.
